Jerome blogs about Maggie's mandate

Encinitas mayor and recently reelected city council member Jerome Stocks is one of the many bloggers over at the Red County Blog (San Diego edition). In his most recent post he mildly gloats about his reelection. Jerome says that the citizens of Encinitas rewarded the incumbents for doing a great job.

Incumbent city councilperson Maggie Houlihan once again received the highest number of votes in the recent election, a final total of 12505. Maggie has broken 10,000 votes in every election contest she has run in. Maggie has received more votes than Jerome Stocks in every election. Clearly the majority residents of Encinitas think that Maggie is doing a great job.

However, the city council Wall of Sausage (Dan Dalager, Jim Bond and Jerome Stocks) consistently paint Maggie as a radical outsider who is out of touch with mainstream Encinitas values.

It is clear that Maggie's continuing dominance at the polls shows that she has a mandate in this town (Maggie should probably stop being excluded from being mayor in our rotating system). As the most popular city council member Maggie is the spearhead of "the proven leaders of a reasoned and balanced council which has served our city so well these past six years."

  1. Yep, I think Maggie's turn to be Mayor is a tad overdue.

    And although the musical clip is a witty segway, oh man, that woman is nothing like Maggie. (Maggie can bake a pie). But that's gotta be one of my 10 least favorite songs of all time (with the other 9all being Anthony Newly songs). But I forced myself to listen to the whole thing once anyway. Now I want those 3 minutes of my life back. Ewwwww.

    You're right. Maggie is never that irritating. Her vote count proves her popularity. It's her turn to be major. But who will be deputy mayor?

  4. It that really Jerome on that blog? I can't believe the way he talks down to people or even worse that he thinks he stuff doesn't stink. Instead of selling insurance he should opt for used cars...he is just that greasy. I am still amazed that he was reelected? Who are these people that don't see this side of him....

    People see the big signs and think "he must be doing something right". Check out his campaign contributors in archive.ci.encinitas.ca.us/weblink7/browse.aspx?startid=632517
    Notice how many of his contributors are either realtors, developers, or connected to them. This is where his money comes from. The good 'ol boys - Stocks, Bonds and Dalager will not let Maggie assume her role as mayor as protocol dictates. They will continue the "tyranny of the 3 stooges", ignoring voter wishes and playing political hardball at the city's expense.

    Maybe someday our electorate will realize how self-serving and manipulative these guys are. Until then - get used to it

  9. Maggie will become mayor. Dalager will become deputy mayor. That way Dalager is set up as mayor for the next election, and Bond would then become deputy mayor.

    Maggie has not recieved over 10,000 votes in each election. Check the 2000 results.
    The Council Member with the lowest numbers of votes is Barth by a WIDE margin.

    I can't see how as Stocks was Mayor in 2003, and she was i2004, and now Stocks was in 2008 and she'll likely be Mayor for 2009...

  15. 8:14 So your point is the three boys got more votes than the two girls. Very insightful. Unfortunately Encinitas is 4 years behind the country...George Bush declared he had a mandate in 2004 when he eeked out the presidency...the point is, the percentage of voters not voting for Stocks and Bond was greater than than those voting for them. But, them worry...such a little detail.

    This means that the three boys on average got 10,333 votes each and the two girls got 10,500 vote each.

    Advantage: the girls.

    All this number manipulation is silly. There are too many factors in an election influencing the raw totals. This sounds like the fuzzy thinking of Jerome Stocks. Is he posting again?

    We will see how good the boys are with numbers with the budget discussions starting in 2009. I hear from an insider that the city has a bit of a problem.

  18. Stocks, Bond and Dalager did not run together, and if they had with Maggie as a fourth, she still would have gotten more votes than any of them individually. Your formula to diminish the top vote getter doesn't add up. True, she only came in second in 2000 the first time she ran, but that was before she was even on the Council. Pretty impressive if ya ask me.

    Different elections, different total voters and possibly different voters. Percentages are squewed and way to many unsubstatiated assumptions are being made.

    If the total possible voters all voted right now between these 5 council people - we might have a conversation. Otherwise it is calculation masterbation.

  24. Do you think we will fall for your crazy spin? Of course two winning candidates will receive less total votes than three winning candidates.

    Jerome is gloating, and its sickening that people are so unaware and so deceived that he and James Bond were re-elected.

    Yes, term limits could help, and forcing Council to participate in the primaries so they could be running against three, instead of seven. The two thousand plus votes Betsy Aceti received, could have made a significant difference for Rachelle or Bob, for example.

    Also, Tony Brandenburg drew away votes from Rachelle and Bob, too. He should NOT have been running as a judge, period, and did not abide by the election code. The "spread" certainly benefitted the incumbents, as did James Bond waiting until the last moment to decide to run again, after he and his wife had promised he would not.

    You have plenty of time to educate yourself, especially since the election is over. The American Indian tribes of north county selected Brandenburg as their Chief Justice, and as a result he was sworn in (Just because you weren't invited, that doesn't mean it didn't happen). You obviously know nothing about the Native American legal system, and very little about the election code.

Unfortunately, the power of the incumbency and the general voter's lack of awareness about the "tactics" at City Hall in Encinitas led to Jerome Stocks and James Bond being re-elected with a bare plurality. One of the reasons for our so-called reserves is that the Cardiff Sanitary Division and Encinitas Sanitary Division are grossly overcharging ratepayers compared to the Leucadia Sanitary District, which just increased its yearly fees to $250 per year. LSD has a separately elected board of directors. ESD and CSD have Encinitas City Council as their Boards of Directors. The average ESD household pays over $500 per year on the property tax bill, which amount is also being raised, as with staff's operating costs through salaries and benefits at over 3% per year until 2012. The average CSD property tax bill is for over $700 per year.

    Under Jerome Stocks and the incumbents, Council has raised fees for an individual homeowner to pull permits for a remodel over 40%. Development companies like Barratt American, now going bankrupt, were given special "settlement" considerations and provided a 40% decrease in fee amounts for multiple model homes. Some permits, like a low income affordable housing permit went up 150%. The cost to file an appeal also went up 150%. Meanwhile Council is voting itself raises, and giving out staff raises without proper notice for its closed session negotiations.

    We all do have "special interests." Jerome Stocks has shown over and over that he sides with soccer leagues, including out of city soccer leagues over the needs of this city's residents. Jerome was re-elected because he takes advantage of every opportunity for free publicity as incumbent, and got himself selected as deputy mayor by the three man majority, so he could "Lord it over" everyone and get re-elected. Most people who attended the forums and who watch or go to City Council Meetings who are citizens of Encinitas, did not vote for him, in my opinion. We should have term limits and Council Candidates should have to participate in the primaries so the incumbents will not benefit by a divided field. Jerome Stocks also broke his promise about agendizing a Sunshine Ordinance for more open and accountable government, which he had stated, in writing, that he would hold by October.
